A woman with no driver license goes the wrong way on a one-way street and turns left at a corner with a no left turn sign. A policeman sees her but does nothing... Why?

A woman has been paralyzed from the waist down for a long time, her husband was murdered a long time ago so she lives with her nurse. The woman lives in a 2 story house and the only way up or down is a staircase, she has to be carried up and down by her nurse.
